The Planning & Zoning Department is responsible for managing and regulating land use, development, and zoning throughout the City of Santa Rosa. Planning & Zoning Applications
The following applications are available to help you submit requests related to zoning, land use, and signage:

For zone changes, amendments to zoning ordinances, or area plan modifications.
π Conditional Use & Variance Application (PDF)
To request approval for conditional land use or a variance from existing zoning rules.
π Sign Permit Application (PDF)
Required for all new signs or changes to existing signsβwall-mounted or free-standing.
Permit Requirements
You may need a Planning & Zoning permit if you are:
Constructing or modifying a structure
Requesting a zoning change or land use variance
Installing new signage or altering existing signs
Demolishing any existing structure
π« Permits are not required for cosmetic interior updates under $1,000 (e.g., painting, flooring, cabinetry).

You can submit completed applications and supporting materials (e.g., site plans, drawings, maps) in either of the following ways:

All permits are valid for 12 months from the date of issuance.
